Called to report that a 4K townhome rental had no working heat. They said that’s ok as long as landlord provides space heaters. Why even have this office if they won’t enforce anything?

Predatory. Inept. Trash. These guys show up to our well maintained apartment buildings and will cause $5,000 worth of work over nonsense. Happens all the time. There's plenty of slumlords out there, they should be focused on real issues and bad landlords, not driving up the cost of housing needlessly on responsible building owners and renters.

They will find any reason to claim whatever you’ve reported is not something they deal with. Your building could be leaning 45 degrees and they’d still tell you “not our problem to enforce.” Laziest public servants I’ve ever had to interact with.

For the life of my kids and I . I just can't understand how my landlords weaseled their way out of how were being forced to live. Living here is like being okay to just give up on life and die. I called the worker david came out unannounced twice last time he came apparently they closed the case out without me signing anything he stop answering calls from me which forced me to call from different numbers for him to answer. I was never notified about anything. Yet my baseboards are still coming off the walls, I have a air filter machine in every room that has to be changed every month instead of 3months. My kids kids and I have been sick with respiratory problems Im seeing Ent . The ants are taking over the house coming up through the tub everywhere in our beds you name it. The recycling garbage can has had 2 tickets on it for the wrong can so we haven't had pick up since August 2017. The paint on the walls are chipped and its beyond dusty all the time even with daily or weekly housekeeping. I currently now share a room with my daughter's and my son is living in the dinning area where there is possibly mold . My bedroom is moldy and you can't be in it 30mins at a time. The lights are always jumping like a disco and my oven doesn't warm up completely unless the stove liter is on. I can't use the wall heater cause depending on how bad it rains outside it rains in the heater. Depending on what my neighbor plugs up both their and mine breakers pop cause we share the same line. Through this all my landlords are a Pastor and first lady whom church we attended regularly. When I complained they started being rude not speaking or calling to the point we stop going to their church. If we see them in public the wife rolls eyes and doesn't speak. If I complain about anything now he tries to make me out to be a fool like nothing is wrong and unconcerned. These are the same people that came to the hospital to visit my kids when they were hospitalized . My kids have heart disease, asthma allgeries, sickle cell anemia . I never been late paying my rent . Thats the only time seems like when he is in good spirits. My rent receipts are late alway by 2 and 3 months sometimes. They don't speak to us nor the kids anymore neither does the members. How is this ok? God Help me .

I had someone come out to my apartment today to help me out with some mold issues. He was amazing and kind. They’re doing the job they have to do. So if you don’t. Like them you’re probably doing something wrong

I am absolutely appalled by the way the City of San Diego Code Enforcement operates. This department has become a tool for harassment and abuse, allowing neighbors to target and intimidate others without any accountability or oversight. It’s disturbing that the system is set up in a way that enables people to make anonymous reports, and then use that anonymity to bully and punish others—without any consequences or checks in place to prevent misuse.

What’s even more shocking is the clear bias and discrimination that appears to run rampant within the department. I’ve personally witnessed the stark contrast in how cases are handled based on who is being reported. If a complaint involves a white resident, it seems as though nothing gets done. No follow-ups, no investigations—just silence. But if the complaint involves someone from a minority group, the response is immediate and extreme. I’ve seen Code Enforcement officers visiting the site multiple times a day, sometimes twice a day, for days on end, with no legitimate reason for such overzealous attention. It’s as though the department has a double standard that unfairly targets people based on their race or ethnicity.

It’s heartbreaking to see such blatant discrimination and abuse of power happening in our community. This department is supposed to serve everyone fairly and without bias, but instead, it’s being used as a weapon to harass and punish certain groups of people. The lack of a proper filter or system to investigate and address these injustices is appalling. This isn’t just a failure of the department; it’s a failure of the city to protect its residents from systemic abuse.

I sincerely hope that someone in leadership at the City of San Diego takes a hard look at this department and makes serious changes. People’s lives are being affected by this kind of behavior, and it’s time to put an end to the abuse and bias within Code Enforcement. Until that happens, I can’t in good conscience recommend anyone trust this department or its processes. It’s a sad, disturbing reality.
